Empfohlene Literatur

Background reading: (one of the below texts should be read before the start of the course by those students who are not sure if they have enough knowledge)
• Cini, Michelle and Nieves Perez-Solorzano Borragan (eds) (2013), European Union Politics, 4th Edition, Oxford: Oxford University Press.
(A very accessible book, with many valuable chapters written by different experts).
• Dinan, Desmond (2010), Ever Closer Union: An Introduction to European Integration, 4th Edition, Houndmills: Palgrave Macmillan, chapters 1-6.
(A widely read introductory book on European integration; a classic. Takes foremost a historical approach.)
• Hix, Simon and Høyland, Bjørn (2011), The Political System of the European Union, Third Edition, Houndmills: Palgrave Macmillan.
(A very good EU textbook at intermediate level; a bit more complex than the other books.
• McCormick, John (2011), Understanding the European Union: A Concise Introduction, Fifth Edition, Houndmills: Palgrave Macmillan.
(This is a very accessible basic introduction.)
• Nugent, Neill (2010), The Government and Politics of the European Union, Seventh Edition, Houndmills: Palgrave Macmillan.
(A very comprehensive and good quality intermediate level textbook.)

Inhalt

The purpose of this seminar is to familiarise students with the most import areas and aspects of European Union (EU) external relations and the EU as an actor in global politics. In the first part of the course, we will look at the big picture of EU external policy: the historical context, the institutional set-up, and ways to conceptualise the EU’s role in international relations. In Part II, we will concentrate on the most important policy areas of EU external relations: foreign policy, security and defence policy, trade policy, development policy, policy on Justice and Home Affairs (migration, organised crime and terrorism), as well as EU external environmental policy. Part III will focus on the geographical dimension and relations with important regions/countries (European Neighbourhood Policy and transatlantic relations). In the fourth part, we will deal with a number of important horizontal issues, such as transparency, legitimacy and democracy in the EU’s foreign policy, as well as the question whether the EU constitutes a “normative” power. Students should have already attended a course on European Integration or attained solid knowledge of the EU by other means (e.g. read one of the background readings below). The seminar will be taught in English.
