Contents

Development is one of the oldest of EU common policies, with the Treaty of Rome in 1957 providing the European Economic Community (EEC) with the mandate to establish exclusive aid and trade relations with the Overseas Countries and Territories. Over the past decades, the policy field has seen a considerable institutionalization and transformation, which has, more recently, also resulted in development policy being increasingly questioned as a self-standing policy domain.
This seminar will familiarize students with the EU’s development and international cooperation policy, and analyse main theoretical approaches, relevant actors and institutions as well as key policy dossiers. The seminar will also deal with the relationship between development policy and other EU external policy domains such as security, migration, or trade. Finally, we will discuss how geopolitics and the increasing domestic politicization of development policy affect the EU’s operations in this domain.
Please note that this is a hybrid seminar that has both in-presence and online sessions (see course schedule below).
