Inhalt

This seminar will prepare students for participation in the Model European Union Mainz (MEUM). We will study and analyse the relevant EU institutions as well as EU decision-making and negotiation processes.

The course will start by introducing the most important aspects and key issues of European integration from a historical perspective in order to provide a solid foundation. Subsequently, we will take a look at the European Commission as the institution that initiates the legislative process and is often described as the engine of European integration since it usually tries to upgrade common European interests. Thereafter, we analyse the role of the European Parliament (EP), which has over the decades developed into a more powerful institution and now is more or less on par with the Council the EU’s legislative process. This will be followed by focusing on the Council of the EU, where member governments and “national interests” are represented. In the penultimate session we bring the various strands together and concentrate on the decision-making and negotiations in the political system of the EU, also taking into consideration important informal processes. Finally, we discuss the two Commission proposals that will feature in MEUM and prepare for other aspects related to the simulation.
